General Information

Estonia, officially the Republic of Estonia, is a country in the Baltic region of Northern Europe. It is bordered to the north by the Gulf of Finland across from Finland, to the west by the Baltic Sea across from Sweden, to the south by Latvia, and to the east by Russia. The territory of Estonia consists of the mainland, the larger islands of Saaremaa and Hiiumaa, and over 2,300 other islands and islets on the east coast of the Baltic Sea. Its capital city of Tallinn, along with the city of Tartu, are the country's two largest urban areas. The Estonian language, of the Finnic family, is the official language and the first language of the majority of nearly 1.4 million people. Estonia is one of the least populous member states of the European Union.

Poland detains suspect in the murder of well-known Russian dissident
Polish Prime Minister Donald Tusk on Thursday announced authorities had detained a suspect in the murder of Russian exile and artist Robert ⁠Kuzovkov, who worked under the pseudonym Semyon Skrepetsky. Skrepetsky was a well-known critic of Russian President Vladimir Putin who was known for his satirical cartoons and a YouTube channel with around 28,000 subscribers. He was shot dead on Monday in broad daylight in Biała Podlaska, a city in eastern Poland about 30 kilometers from the Belarusian border. According to Tusk and police in the Lublin region, a 36-year-old man with a Georgian passport was arrested under suspicion of being Kuzovkov’s murderer. Tusk on Wednesday said “everything indicates that this was a political assassination,” but he added that Polish authorities were still compiling “evidence and more concrete findings.” “If it turns out that Russia was behind this attack, it would constitute an act of state terrorism,” he added. On Thursday, Tusk appeared to double down on his belief that the murder had been commissioned. “Authorities are working to identify the person who ordered the crime,” he wrote on X.

Régulation de l’IA : les pays du G7 tentent de s’entendre face à la Chine
EVIAN-LES-BAINS — Réunis depuis lundi à Evian-les-Bains à l’occasion du G7, les pays occidentaux tentent de trouver des points de convergence sur la régulation de l’IA, en pleine concurrence avec la Chine. A l’invitation d’Emmanuel Macron, une dizaine de leaders de la tech — parmi lesquels Demis Hassabis (Google Deepmind), Arthur Mensch (Mistral AI), Sam Altman (OpenAI), ou Dario Amodei (Anthropic) — se sont ainsi retrouvés mercredi pour un déjeuner de travail sur le numérique. Au menu : la coopération dans le secteur de l’intelligence artificielle et la sécurisation de cette technologie. Face à eux, se tenaient les dirigeants des pays membres du G7, et notamment le président américain Donald Trump. Durant cet échange, qui a duré plus de deux heures, tous ont fait de leur mieux pour éviter d’aborder frontalement les sujets qui fâchent — en premier lieu, la suspension de deux puissants modèles de l’entreprise d’IA américaine Anthropic, qui secoue depuis la semaine dernière la relation entre l’administration américaine et ses alliés. L’esprit était donc à la coopération, selon cinq invités au déjeuner interrogés par POLITICO. L’objectif a été de maintenir un lien avec les Etats-Unis, en se ralliant à un objectif commun : faire face à la Chine. La concurrence chinoise a ainsi été abordée à plusieurs reprises au cours de l’échange, selon les notes prises par un participant au déjeuner, qui y voit un signe de l’inquiétude grandissante des Etats-Unis face aux avancées technologiques de son adversaire asiatique.   “Tout le monde sait qu’il est essentiel que les pays du G7 et leurs alliés s’unissent — que nous remportions la course à l’IA et… que nous ne laissions pas les pays autocratiques prendre l’avantage”, relate ainsi auprès de POLITICO Victor Riparbelli, le PDG de l’entreprise britannique Synthesia, qui faisait partie des convives. Le blocage forcé des modèles Mythos 5 et Fable 5 d’Anthropic, qui a fait suite à la demande de Washington de les réserver aux seuls utilisateurs américains, a même été considérée par certains comme une opportunité supplémentaire d’améliorer la coopération entre alliés sur la sécurisation des modèles.  “Nous avons eu un excellent échange sur l’IA”, a ainsi indiqué Donald Trump à l’issue de la rencontre, ajoutant que les discussions en cours avec Anthropic se “passaient bien”. Et ce malgré des mois de tensions avec le patron de l’entreprise Dario Amodei, sur fond de désaccord sur l’usage de ses puissants modèles.  Trump s’est montré détendu au début de cette rencontre, échangeant avec son voisin de table, le patron d’OpenAI Sam Altman. Le président américain a d’ailleurs profité de sa première prise de parole pour faire un long aparté sur l’accord fraîchement conclu avec l’Iran — mais aussi pour évoquer son oncle, ingénieur au Massachusetts Institute of Technology (MIT), relatent deux participants à la discussion.  La suspension des modèles d’Anthropic n’a pas été abordée directement, a indiqué Arthur Mensch, patron de Mistral AI, au cours d’un appel téléphonique avec POLITICO.  La question “a plutôt été abordée sous l’angle des interdépendances des chaînes d’approvisionnement. J’ai rappelé que maintenir cette interdépendance était très important, car ce sera le vecteur de stabilité de la nouvelle économie mondiale qui émerge”, précise-t-il.  La conclusion des discussions de mercredi sur l’intelligence artificielle a été l’idée de définir des normes auxquelles les développeurs de modèles d’IA de pointe devraient se conformer. | Ludovic Maron/AFP via Getty Images Plusieurs dirigeants ont saisi cette occasion pour promouvoir l’idée de standards communs dans le développement des modèles d’intelligence de frontière, c’est-à-dire les plus avancés. Le G7 avait déjà pris des initiatives dans cette direction ces dernières années, notamment avec la préparation d’un code de conduite en 2023, sous la présidence du Japon.  “On doit réussir à mieux les réguler pour éviter qu’ils ne tombent dans les mains de régimes autoritaires ou de gens qui pourraient menacer notre cybersécurité ou nos sociétés”, a ainsi appuyé Emmanuel Macron à l’issue de la rencontre, prévenant que “la réponse ne peut pas être de la non-coopération entre démocraties”. Désormais, Emmanuel Macron veut aller plus loin. Le président français a ainsi annoncé que le G7 allait “construire dans les prochains mois, une plateforme de discussions et de coopération entre quelques démocraties face au risque de l’intelligence artificielle” afin de “définir ensemble des standards communs”.Une proposition qui fait écho aux appels répétés de l’Union européenne en faveur d’une coopération accrue en matière d’intelligence artificielle. Le bloc s’est ainsi abstenu de jeter de l’huile sur le feu face aux tensions entre Anthropic et le gouvernement américain, qui a exclu de facto les utilisateurs européens de ces modèles avancés. La stratégie de l’Union a consisté à appeler à travailler plus étroitement avec les Etats-Unis. Ursula von der Leyen, également présente autour de la table, l’a encore rappelé mercredi. “Je pense que l’Europe et les Etats-Unis doivent travailler ensemble sur l’IA”, a appuyé la présidente de la Commission en vantant des “intérêts communs sur la sécurité et une responsabilité partagée à montrer la voie”. Et ce, même si la régulation européenne sur l’IA impose déjà des obligations de contrôle des modèles, en échange avec les régulateurs.  Les chefs d’Etat ne sont pas les seuls à avoir saisi l’occasion pour demander des standards communs. Le patron d’OpenAI, Sam Altman, a avancé le même argument en appelant à la formation d’un forum international sur le sujet.  “Un consensus s’est dégagé parmi les dirigeants et cadres présents dans la salle pour mettre en place un tel forum”, s’est félicité Chris Lehane, directeur des affaires internationales chez OpenAI, durant un échange avec des journalistes à l’issue de la réunion. Pour Victor Riparbelli, patron de la start-up britannique Synthesia, il s’agit là de la voie qui aurait “le plus d’impact”, mais serait aussi “la plus réaliste pour arriver à un consensus”.  Reste que certains sont sceptiques, au premier rang desquels Arthur Mensch, qui craint que les Etats-Unis soient en réalité les seuls à la manœuvre de ces standards communs. “Je pense qu’il faut largement s’en méfier car s’il y a bien une manière de s’établir et d’être indéboulonnable dans les pays qui ne sont pas les Etats-Unis, c’est de posséder les standards et de les endorser [mettre en œuvre, NDLR]”, estime le patron de Mistral AI. “Les acteurs américains ont tendance à porter ce discours-là : faites-nous confiance, on va établir des standards chez nous et on vous les exportera”, conclut-il.
